"Planes Estratégicos" es un concepto que siempre me ha parecido paradójico: no hay nada de estratégico en un documento pensado desde un contexto que de todas formas va a cambiar, que usa información del pasado para predecir el futuro y que a pesar de convertirse en un objeto estático (muchas veces engavetado) es el único referente legitimado para tomar decisiones y evaluar nuestro desempeño.
