We’re getting more stupid. That’s one point made in a recent article in the New Scientist, reporting on a gradual decline in IQs in developed countries such as the UK, Australia and the Netherlands. Such research feeds into a long-held fascination with testing human intelligence. Yet such debates are too focused on IQ as a life-long trait that can’t be changed. Other research is beginning to show the opposite.

The significant rise in Chicago Public Schools ’ graduation rate stems from solid research, good data and instruction tailored to individual student needs. Researchers at the Urban Education Institute’s Consortium on Chicago School Research shed light on what matters for high school graduation through the freshman "on-track" indicator. Their findings propelled schools to address a problem previously dismissed as intractable. Making sure no Chicago high schooler was left behind had almost nothing to do with sweeping federal policies or flashy reforms. It was teachers and principals diligently focusing on what we now know matters most: freshman year. The Tribune is right to point out that we must do more, and pay heightened attention to college success. But we also need to make sure we maintain unwavering focus on proven strategies, the "on-track" indicator chief among them.

BY RAHM EMANUEL AND BARBARA BYRD-BENNETT: The latest evidence of CPS progress is a record high school graduation rate of 69.4 percent for the last school year, a 4 percent increase from just a year ago. Three years ago, the graduation rate was only 58.3 percent. Even more significant, research by the University of Chicago has projected that more than 80 percent of last year’s high school freshmen are on track to graduate.
