The California Public Utilities Commission’s original regulations for ride-hailing companies, adopted in 2013, broke new ground as the nation’s first set of guidelines for startups trying to disrupt the taxi industry. The PUC also is expected to finally legalize Uber Pool and Lyft Line, the companies’ popular shared-ride options, although the lack of official permission hasn’t slowed down the services. The proposed “minor revisions” show regulations keeping pace as the industry matures, said Susan Shaheen, co-director of the Transportation Sustainability Research Center at UC Berkeley. The PUC is poised to allow drivers to use leased vehicles, but only if the lease is for more than four months. Lyft just inked a big deal with new investor General Motors giving Lyft drivers favorable terms for renting GM cars. An Uber subsidiary called Xchange Leasing offers drivers three-year leases that can easily be canceled, so those would be allowed. The PUC also wants to require initial inspections of new drivers’ personal cars to be done by licensed auto shops. Lyft currently has experienced drivers perform these checks, although some drivers have said they essentially just “kick the tires,” and don’t have the knowledge to assess cars’ condition. Lyft spokeswoman Chelsea Wilson said that the company’s partnership with General Motors as well as another with Hertz helps people who can’t afford their own car earn flexible income by driving for Lyft. Shaheen also said that the new inspection requirement “might discourage casual drivers (such as) those who want to provide (paid) rides occasionally along their route to work.” Uber, Lyft and other companies would need to maintain records on inspections, insurance and drivers’ background checks — information that regulators could review at any time. A long-standing state law had barred differing fares in vehicles for hire, although it had no practical effect. Regulators said they wouldn’t set standards for drivers training, other than requiring the companies to train drivers and regularly refresh their knowledge of various rules.
