INSIGHT: It was a (red) star-studded affair, the December 2015 dinner celebrating the 10th birthday of Russian TV network RT. At a luxe Moscow hotel, President Vladimir Putin and a host of Russian luminaries toasted a state-backed news channel that U.S. intelligence calls a Kremlin mouthpiece.

 

And next to Putin at the head table, in the seat of honor, was an American. Retired Lt. Gen. Michael Flynn, who would later become Donald Trump's national security adviser, was already advising Trump's presidential campaign when he was paid $45,000 to speak at the gala.

 

"It is not coincidence that Flynn was placed next to President Putin," said Michael McFaul, U.S. ambassador in Moscow from 2012 to 2014 and now an NBC News analyst. "Flynn was considered a close Trump adviser. Why else would they want him there?"

Earlier this year, I crunched a mountain of numbers to try and put together an estimate of just how many people are at risk of losing healthcare coverage completely if & when the Affordable Care Act is "cleanly" repealed--that is, a full and complete repeal of the entire law, without any other significant healthcare law replacing it whatsoever. My rough estimate? Around 24 million people, broken out by Congressional District. Sometime after that, the Congressional Budget Office ran the numbers to see just how many people they expected would lose healthcare coverage if the GOP's American Health Care Act (Trumpcare) "Obamacare replacement plan" were to be signed and put into effect. Their conclusion? ALSO around 24 million people.

INSIGHT: Bob Hertz comment on the ACA Signups Blog: "This blog and its commenters have done about the best job anywhere of pointing out the secret vision of hard-code Republican health reform.
And the vision is this:
Force sick people off the average health plan, and premiums will plunge downward for the persons who are healthy.

One way as described here is to raise premiums on the sick. Another way is to license new health plans that allow for underwriting. The healthy will flock to those plans, and the old nondiscriminatory plans will go broke.

The efforts of the healthy to escape the sick is a constant albeit rather underground feature of American insurance history. It goes back to the commercial insurers undercutting the old Blue Cross plans in the 1950's.

The Democrats have generally stood for spreading the cost of being sick. The Republicans have stood for the right of the healthy to buy cheap insurance. We are heading for more collisions on this issue."

Many tribal members fear that if Goldwater is successful, it could undermine the legal scaffolding of Native American self-determination.

We don’t suffer from alcoholism, we don’t physically and sexually abuse adopted children, and if we happen to murder an adopted child, at least we’ve kept government from removing the child by evil welfare agents. INSIGHT: Toward the end of the Obama administration, some officials advocated ending the CIA program, arguing that the rebels would be ineffective without a major escalation in U.S. support. But the program still had the support of a majority of top Obama advisers, who argued that the United States couldn’t abandon its allies on the ground and give up on the moderate opposition because of the damage that it would do to U.S. standing in the region.

Even those who were skeptical about the program’s long-term value, viewed it as a key bargaining chip that could be used to wring concessions from Moscow in negotiations over Syria’s future.

“People began thinking about ending the program, but it was not something you’d do for free,” said a former White House official. “To give [the program] away without getting anything in return would be foolish.”

INSIGHT: "The recent request from President Donald Trump’s vote fraud commission for a mountain of sensitive data from the states sparked a backlash and baffled many officials — not only because of concerns about privacy and security but because an organization already exists doing much of the same work.

“There’s no reason to re-invent the wheel when we’re already here…and we do it very well,” said Shane Hamlin, executive director of the Election Registration Information Center, also known as ERIC.

ERIC is a non-profit group currently made up of 20 states — both red and blue — and the District of Columbia that shares large amounts of sensitive voter data to root out possible fraud, ensure more accurate voter rolls and encourage registration."

INSIGHT: "When he talks about his efforts to repeal the Affordable Care Act, President Trump almost always asserts that Obamacare is “exploding.” Republican members of Congress make similar claims, insisting that Obamacare is unsustainable—and that they therefore have no choice but to “repeal and replace” it.

There is some basis for this argument. More than 1,300 counties only have one insurer in their exchanges, meaning there is no competition. But there is a nuance that Republicans willfully ignore: This is a problem of their own creation that is largely confined to red states.

 

Where Republican governors have sought to sabotage the program, they have largely succeeded. Where Democratic governors have tried to make the ACA work, they too have largely succeeded.

Here are the basic numbers. In states with Republican governors, more than 40 million people live in counties with only one insurer. In states with Democratic governors, there are 10.7 million people who live in such counties."

The equipment, used to check-in voters at the polls, was stolen Saturday evening, Secretary of State Brian Kemp said Monday. 

Cobb County elections director Janine Eveler said the stolen machine, known as an ExpressPoll unit, cannot be used to fraudulently vote in Tuesday’s election but that it does contain a copy of Georgia’s statewide voter file."

Hillary Clinton's presidential campaign provided an email list with more than 10 million names to the Democratic National Committee in order to help its efforts in the upcoming midterm elections, as well as the next presidential race, according to a Sunday Huffington Post report.

The DNC announced on Sunday the contribution, which is reportedly the equivalent of $3.5 million worth of data, according to the Federal Election Commission.

The Huffington Post reports that the 10 million new voter contacts will provide a major boost to DNC outreach.

"This information will help candidates up and down the ballot engage with voters and win seats from the school board to the Senate," Xochitl Hinojosa, communications director for the DNC, told the news site. "We're seeing momentum and energy across the country, and this investment will help us harness the energy and turn it into votes."

 

Clinton promised on the campaign trail to help rebuild Democratic Party infrastructure if elected, which largely fell to the wayside during the Obama administration.

I see that I've been thrown into the crossfire of a wonk debate between John Cochrane (who I've never actually heard of before today) and Brad DeLong/Paul Krugman (both of whom I very much have heard of!) regarding the question of whether the individual healthcare market is or isn't in a Death Spiral and/or whether it will/won't enter one next year. Back in January, the Congressional Budget Office concluded that, overall, they didn't see any death spiral forming if the ACA is kept mostly intact...but also concluded that growth of the exchange population has likely plateaued; around 13 million appears to be the enrollment ceiling barring any significant changes to the law. Interestingly, however, a couple of weeks ago they concluded that there would also be no death spiral if the GOP's AHCA "replacement" plan were to become law either. Meanwhile, over at the Brookings Institute, Matthew Fiedler ran his own analysis of the exchange risk pool and concluded "No Death Spiral!" there either:

INSIGHT:  The point here is that thanks to APTC/CSR financial assistance absorbing nearly all of the rate increase for 85% of the exchange population, a risk pool "death spiral" is not likely to happen in most areas...for those below the 400% FPL income threshold.

In other words, roughly 9-10 million individual market QHP enrollees are very likely to stay in the market, because no matter how much full price premiums go up, their portion of it should stay roughly the same year to year. That's the good news (well, good as long as you're OK with the federal government picking up the tab for the balance, which, as a single payer advocate, I obviously have no problem with).

The bad news...and this is where the "Death Spiral is Happening!" crowd have a point...is the unsubsidized portion of the individual market.

Spanish police arrest a Russian programmer for allegedly "hacking" the US election, reports say.

INSIGHT: Spanish police have arrested a Russian programmer for alleged involvement in "hacking" the US election, Spanish press reports have said.

Pyotr Levashov, arrested on 7 April in Barcelona, has now been remanded in custody.

A "legal source" also told the AFP news agency that Mr Levashov was the subject of an extradition request by the US.

The request is due to be examined by Spain's national criminal court, the agency added.

El Confidencial, a Spanish news website, has said that Mr Levashov's arrest warrant was issued by US authorities over suspected "hacking" that helped Donald Trump's campaign.
