Congress passed the amendment in 1909. The states ratified it in 1913. It overturned a supreme court decision that ruled a 2% federal flat tax on incomes over $4,000. The decision was suprising becuase a federal income tax levied during the civil war had not been struck down.

This amendment was about income tax, and on June 16, 1909, and the states ratified it in 1913. President Willam Taft in an address to Congress, proposed a 2% federal on income tax and a constitutional amendment to allow the previously enacted income tax. It is immaterial with respect to income taxes, whether the tax is a direct or indirect tax

Allows congress to levy an income tax without apportioning it among states. It also can levy an income tax without basing it on the united states census. They do this to pay debts and provide for the common defence and general welfare of the U.S.

The sixteenth amendment made a economical impact. It became and amendment through a series of events. Farmers made several groups because they suffered from low prices for their products. They had to pay high prices for manufactured goods. They formed politicial groups like the Grange, The Greenback Party, The National Farmers Alliance, and The Peoples Party. These groups helped set the 16th amendment into play.

-Passed by Congress on July 2, 1909, and ratified February 3, 1913, the 16th amendment established Congress's right to impose a Federal income tax. This made a huge impact in are econmy. At first in 1861 congress placed 3 percent tax but then by 1894 they lowered it to 2 percent because many suffered from the huge economic impact, such as farmers from the south and west they were forced to pay hugh proces for manufactured goods.
