Only about 12 percent of an average U.S. library budget is for books and other content. Antilibrary zealots will latch onto this statistic eventually, downplaying that libraries are about much more than books. [...] Le 27 juin, tous les 577 membres du Tiers état, à une exception près, jurèrent de faire corps jusqu'à ce qu'ils aient donné une constitution à la France. Cet événement fut appelé le Serment du Jeu de Paume, d'après le nom du lieu où les parlementaires se rencontrèrent lorsque le roi fit fermer leur première salle de rassemblement. Louis XVI invita alors les deux autres ordres à rejoindre cette assemblée qui, le 9 juillet 1789, devint l'Assemblée nationale constituante. La proposition de l'un de ses députés, Jean-Joseph Mounier, consistant à ajouter une déclaration des droits de l'homme au début de la constitution fut adoptée le 4 août. Un comité est élu, le 12 août, pour examiner et fondre les différents projets de déclaration. Un texte en 19 articles est présenté le 17 août et discuté lors des séances des 20, 21, 25 et 26 août. Lue à la tribune par Honoré Mirabeau le 26 août, la déclaration est adoptée le 2 octobre. Alors que les émeutes grondent, Louis XVI l'approuve le 5 octobre 1789 sur les instances du marquis de La Fayette. La Déclaration des droits de l'homme et du citoyen du 26 août 1789 est l'un des textes fondamentaux figurant dans le préambule de la Constitution française d'octobre 1958. La première édition imprimée de la Déclaration, présentée ici, est conservée dans les collections de la Bibliothèque nationale de France.
