Thanks to a funding increase, a program providing universal access to advanced classes can also take more students.
Heather Perkinson's insight:

Offering access to courses, especially college prep AP credits, in a state where many small rural schools can't afford to offer a wide range of courses, is admirable.  I do wonder at the trend towards phasing out face to face teaching and learning in a state that has already shown a predilection for eliminating professional positions and replacing them with para-pros whenever possible.

Jay Mathews explores some interesting points in this provocative column about college prep classes, including both AP and IB: do such classes actually prepare students for college? do students who use AP/IB credits miss out on valuable college experiences by using the credits such classes often grant them? My favorite part of this column is the point is when Mathews asserts that college readiness needs to focus more on providing students with more experience conducting research projects.
