I agree - you can get all of the complex actions right but still miss out on ranking as high as they could be if you've not done the basics well. Such things hit your relevance (to the searched phrase) and also searcher response - in factors such as click through rate and bounce rate.
What's more. If you've got all of the more complex things right, improving the basics can bring rapid ranking improvement. The reverse is not however true
