NAIROBI — Human Rights Watch has called on Kampala and Juba to investigate new evidence that cluster bombs have been used in South Sudan’s ongoing conflict after United Nations experts found remnants of the banned weapons near Bor in Jonglei state.

“The young nation of South Sudan has enough problems without these horrific weapons, which kill and keep on killing long afterward,” said Steve Goose, arms division director at Human Rights Watch (HRW) and chair of the Cluster Munition Coalition (CMC).

“The governments involved should quickly find out who is behind this and make clear they will be held responsible,” he said in a statement.

The UN Mine Action Service (UNMAS) found up to eight cluster bomb remnants and an unspecified number of unexploded submunitions, called "bomblets", by a stretch of road 10 miles (16 kilometers) south of Bor, in an area "not known to be contaminated" before fighting broke out in South Sudan in mid-December, HRW said.....

Mainly African tribes took up arms against the Arab government of Sudan in 2003, accusing Khartoum of marginalizing the remote region.

The government sent troops and allied Arab tribes to quell the insurgency, unleashing a wave of violence which the United Nations estimates has killed hundreds of thousands of people.

The violence has subsided since a peak in 2003/2004 but fighting between insurgents and government forces has continued despite a large U.N. peacekeeping force in the area.

The International Criminal Court has indicted Sudanese President Omar Hassan al-Bashir and also issued an arrest warrant for Defense Minister Abdel Raheem Muhammad Hussein for war crimes in Darfur. ...

Human Rights Watch has warned that human rights abuses including atrocities were taking place in Sudan's South Kordofan. The New York-based group said the Sudanese Army has been bombing civilian targets in the border province's Nuba mountains.
"Tens of thousands of civilians in Southern Kordofan are in grave danger, and no one is on the ground to report on what is happening, much less do anything about it," HRW's Africa director Daniel Bekele said. "An international presence in Southern Kordofan is urgently needed to prevent further atrocities."
