Tuareg-led rebels who seized the north of Mali in April have declared they had dropped their claims for a separate state after the rebellion was hijacked by Islamist fighters.

"We are seeking cultural, political and economic independence but not secession," Ibrahim Ag Assaleh, a senior
member of the MNLA, told the Reuters news agency on Sunday by telephone.

"It would be something like Quebec," he added, referring to the French-speaking province of Canada which is recognised as having a special status within the North American country....

(Bamako) – Separatist Tuareg rebels, Islamist armed groups, and Arab militias who seized control of northern Mali in April 2012 have committed numerous war crimes, including rape, use of child soldiers, and pillaging of hospitals, schools, aid agencies, and government buildings, Human Rights Watch said today. An Islamist armed group has summarily executed two men, amputated the hand of at least one other, carried out public floggings, and threatened women and Christians.

Human Rights Watch also received credible information that Malian army soldiers have arbitrarily detained and, in some instances, summarily executed ethnic Tuareg members of the security services and civilians.

In a statement, HRW said that “children as young as six dig mining shafts, work underground, pull up heavy weights of ore, and carry, crush, and pan ore.”

It also said that many children “work with mercury, a toxic substance, to separate the gold from the ore. Mercury attacks the central nervous system and is particularly harmful to children.”
