An article and video mention that it should be released by the end of 2013, for about $185.00; that is very comparable to cell phones now and much cheaper than an iPhone...it will be interesting to see this unfold, and what operating system it uses: http://mashable.com/2013/04/24/braille-smartphone/?goback=%2Egde_761737_member_236720736

If accessibility features wer immediately available to everyone out of the box- they would truly be universal, and there would be no limits to how information is delivered to everyone. Empowering? Yes.
