With Reinventer Paris, our aim is to “reinvent” the ways in which we think about and make cities. We are moving towards a more flexible treatment of time and space – a “hybridization” of urban sites. Schools, for example, are not used at night or at weekends. Parking lots and office buildings are often empty at night. Perhaps, if we got these buildings to communicate with each other, we could optimize space and save energy. Universities are starting to create hackathon-style events which last 48 hours or three days, where people sleep at the same place – so accommodation as well as work spaces is required. Then there’s the question of shared living spaces: shared spare rooms, shared kitchens, shared communal areas and shared gardens. The model is more like the hotel sector, with a mixture of privatized and shared spaces. Of course, the big challenge is regulation, including civic regulation, which can be very complicated. In addition, real estate developers have their own standards and ways of operating. These new kinds of shared, hybrid spaces for work and living require a new kind of real estate management, almost a kind of concierge facility. And so, the real estate sector would need to invent new kinds of jobs, new ways of operating.

"Cities need indicators to measure their performance. Existing indicators are often not standardized, consistent, or comparable over time or across cities. ...[ISO37120] provides a uniform approach to what is measured, and how that measurement is to be undertaken."

Several cities have developed citizen-facing dashboards to increase transparency and highlight the value citizens receive for their tax dollars.

Edmonton (https://dashboard.edmonton.ca/), Kansas City (https://kcstat.kcmo.org/), New York (http://www.nyc.gov/html/ops/html/data/data.shtml), Chicago (https://data.cityofchicago.org/), and London (http://data.london.gov.uk/) have citizen dashboards worth comparing and modelling after. There is also a recently launched ISO standard for developing indicators for cities.

Compare these city dashboards. What are the strengths and limitations of each? How meaningful is the data to a citizen? How well does it tell a story? Compare their indicators with those in the ISO standard. What's the value of alignment?

"In many developing cities, transport infrastructure – whether it be roads, metro systems or BRT - is not growing fast enough, and cannot keep up with the ever-increasing demand for urban mobility. Indeed, constructing urban transport infrastructure is both expensive and challenging. First, many cities do not yet have the capacity to mobilize the large amount of funds needed to finance infrastructure projects. Second, planning and implementing urban transport infrastructure projects is tough, especially in dense urban areas where land acquisition and resettlement issues can be extremely complex. As a result, delays in project implementation are the norm in many places."

He talks about their full initiative, including establishing a consolidated asset data system that's integrated with project management, improving project funding criteria, and establishing condition targets. He also shares the areas of the initiative that were the most difficult and suggestions for overcoming these hurdles.

Uneven Growth, the latest exhibition in MoMA’s Issues in Contemporary Architecture series (which also includes Foreclosed and Rising Currents), addresses this increasingly inequitable urban development.

In conjunction with the exhibition, this online platform welcomes the public around the world to submit examples of "tactical urbanisms"—temporary, bottom-up interventions that aim to make cities more livable and participatory."

The project aims to create a new kind of one-stop shop — a model that combines “e-government” basics such as online bill payment with the worlds of mobile apps and social media. DigiTel strives to keep the city administration in step with Tel Aviv’s well-known tech startup culture.

 

One part of the model is a DigiTel smartphone app, through which citizens can pay water and municipal tax bills, order parking permits and send photos of potholes or broken park benches to the municipal complaint line. Many of these services were already available on the municipality’s website, but the app also provides location-based services, such as locating nearby bike lanes, parking lots and restaurants. According to the municipality, the app, which is currently available only in Hebrew, has been downloaded by some 30,000 people. (Tel Aviv has a population of around 410,000.)

As cool as this municipal app is - and it is very cool - the best aspect of this article is the critique at the end that broadens the reader's thinking about what a municipal app could be doing and for what purposes it is sharing information.

“Consider all the things the project doesn’t do,” Efron continues. “It doesn’t allow citizens to band together. It doesn’t facilitate, say, petitions. It doesn’t pass on decisions the city is making and allow folks to take part. It doesn’t enable people to influence policy. Instead it mostly gives out discounts on events and consumer goods, and shares ‘lifestyle’ information.”

Asset management was the missing part of the puzzle for Cabonne Shire Council’s Water and Sewer Engineer Sogol Ghobad.

In order to progress within the council, she realised that she needed to learn how to develop an asset management plan. “In engineering, nowadays, asset management is a crucial area,” she told PWPro. “Engineers and other public works professionals need to understand that - so I really needed to know more.”

Playgrounds don't seem to be used as much as they once were. Is it because they're too boring? This article speaks about the importance of excellent design and consideration of the audience during municipal infrastructure projects - playgrounds specifically.  I especially liked the notion of spreading the playground equipment out over a larger distance and integrating elements of the natural environment to create a sense of adventure!

Very interesting webinar that talks about the use of a new ISO standard (ISO 37120:2014) to develop globally comparative indicators of service and sustainability for cities. The World Council on City Data is creating a Global City Registry for ISO 37120, which will provide a platform for benchmarking and data sharing between cities. Very exciting!

"Asset Reliability is as much a way of thinking as it is a set of practices and strategies. For 30 years most of the modern approaches to effective maintenance service delivery have been well documented but most organizations fail to achieve sustainable high-performance asset reliability. Many maintenance reliability professionals have a deep yet sometimes narrow knowledge of their specific subject matter expertise. They may not fully appreciate how their work fits into asset reliability and what role their work plays in supporting the aim of the organization through the context of its asset management program."

This conference has an Asset Performance Management Summit on December 12 of this year. Key topics appear to be relevant to municipalities as well as industry:
