If you’re not sure, there’s a new resource for you. It’s the Handbook on Urban Infrastructure Finance, published this month by the New Cities Foundation. The handbook is a guide for city leaders, who increasingly find themselves at the center of complex transactions aimed at building new roads, transit lines, water systems and other urban necessities.

Interesting to read this global perspective on infrastructure investment. Many developing countries with major economic potential are dealing with huge infrastructure gaps that has private investors clamoring to help. I imagine it gets difficult to know when this help is truly helpful.

Mr. Godin is talking mostly about social and organizational infrastructure here, not the physical stuff, but this parallel made me think about the nature of public service. Truly, what we're about when we builld and manage physical assets is creating infrastructure, not just physically, but socially and organizationally as well.

Those well-managed assets live in the background of a 'free' life, a 'mobile', 'active', 'aware' life, a life where we enjoy wealth, health and each other. Not only is the thought of physical infrastructure the furthest out of a citizen's mind when a nation is wealthy or successful, but that nation is successful because infrastructure is not on the citizen's mind.  These citizens enjoy the luxury of freedom from thought about the necessities of life. They can just expect that their water won't make their kids sick, and that they'll be able to get across the river in the morning to their job; that there'll be food in the grocery store, and that they'll be able to communicate with loved ones in a different part of the country.  That things will just work. 

The luxuries of transportation, expectation, education and civility are supplied in the background, due to the infrastructure we provide.  That freedom from awareness of basic necessities simply doesn't exist everywhere in the world.

IPWEA Professional Certificate in Asset Management Course is starting next week.  This certification opportunity is different than the one offered by the Institute of Asset Management, in that the IPWEA course includes the exam and if you take the course, you essentially pass the exam.  The IAM certificate exam is administered separately from any courses and may be more robust  / difficult.

I will also applaud the City of Calgary for taking the political plunge and adding a number of similar cycle tracks to their downtown.  I don't think we'll ever match Vancouver's success here but but I certainly appreciate and look forward to a safer cycle trip to work.

One of the messages that I found most interesting from the Canadian Network of Asset Managers (CNAM) conference I attended a couple weeks ago, was that of increasing responsibility for global / national / provincial issues at a municipal level.  As the world's population becomes increasingly (and dramatically) urban, the resolution to many issues currently handled at a national level are greatly impacted by changes at a municipal level.  However, as I understood it, the method of taxation does not support municipalities in implementing the change that they become, by default of population, responsibile for. As this article discusses, perhaps municipalities should be invited to the table more often when it comes to the global issues that require local solutions.

"Much is being written about the public health crisis in Flint, Michigan caused by the contaminated drinking water.  I will leave to others the extremely important discussions of the short and long-term health impacts caused by drinking the water.

What I would like to focus on in this post is my opinion of how a robust asset management program could have prevented the crisis in the first place."

Changing water supplies to the Flint river in early 2014, caused corrosion of the city's supply pipes and ultimately led to serious lead contamination in Flint's population. The crisis wasn't publically recognized until late 2015 and a number of lawsuits and investigations are now underway. What can other muncipalities learn from this incident in terms of the rigorous application of asset management and service performance monitoring?

"The 2016 Canadian Infrastructure Report Card was released on January 18, 2016. The report card shows a clear national trend – the rate of renewal of essential community infrastructure across the country needs to be increased to maintain the quality of service and save money in the long run. The survey of municipalities across the country also found more than a third of municipal infrastructure was assessed as in fair, poor or very poor condition representing a call for action."

Lying six metres below sea level, Rotterdam is among the first cities in the world to incorporate “floating development” into its urban planning policy. Last year it built Aqua Dock, a floating tech testing ground.

Rotterdam is not, of course, the only city that should be alarmed by the rising sea. De Graaf says that as they grow, many cities would be wise to expand on to water, estimating that increasing global population, rapid urbanisation, rising food demand and environmental degradation will lead to a global land shortage of 22m sq km by 2050. “There are many high-level reasons to invest in floating cities,” says de Graaf. “But we should not forget it would be a lot of fun too, I think, to live on a floating world.”

(OTTAWA) - In Edmonton to participate in the annual conference of the Federation of Canadian Municipalities, Elizabeth May, Leader of the Green Party of Canada and MP (Saanich – Gulf Islands), unveiled the Green Party’s 2015 election commitments for action on key municipal issues. “Canada needs to think like a country again,” said Elizabeth May, “Greens are proposing a new way to do business, bringing all orders of government around the same table. The Council of Canadian Governments will provide a consultative process to develop shared plans and priorities. The council, based on an Australian model, will be chaired by the Prime Minister, all premiers, representatives of municipal governments - as selected by the Federation of Canadian Municipalities - as well as leaders from First Nations, Metis and Inuit peoples.” The details of the Green Party’s pledges on Governance, Infrastructure, Housing and Rail Safety are attached to this release.
