I'm pretty sure I'm the first person to ever use the iceberg analogy... I've been pondering ways of thinking about open education awareness, and OER usage that might help shape OER policy. So here's one I want to try out....

Using a Massive Open Online Course (MOOC) format for this highly collaborative discussion, we are exploring the ecosystem for a new credential economy based on badges and requirements for adopting such an approach, including:

The Scottish Aquaculture Innovation Centre (SAIC) will provide transformational change in the relationship between the aquaculture industry, the research community and Government to overcome these issues and release Scotland’s potential. Investment in the SAIC will help transform aquaculture’s already substantial contribution to the Scottish economy, with many of the benefits concentrated in fragile rural communities. The Scottish Government has adopted industry targets for increased production. In the salmon industry alone, meeting these targets would contribute an additional £500 million to the Scottish economy per year. If we consider the wider sector, including trout, shellfish, supply chain and all supporting businesses, then the overall financial contribution to the Scottish economy could exceed £1 billion. SAIC will bring together the key players in this strategically important industry, focusing on removing current and future obstacles, creating wealth and long term employment.

Grieg Seafood Hjaltland UK Limited has donated UK£25,000 (US$42,441.003) to the NAFC Marine Centre. This money will be used to purchase an ultraviolet (UV) disinfection system that will treat the seawater supply at the Marine Hatchery.

A new Eurobarometer survey on the 'European Area of Skills and Qualifications' (Special Eurobarometer 417) shows also that around a quarter (23%) of EU citizens feel that their education or training has not provided them with the skills to find a job in line with their qualifications. While over half of the respondents (56%) think their qualifications would be recognised in other Member States, 6% tried to work or study in another Member State but were unable to do so, either because their qualifications were not recognised by their prospective employer or education institution, or because the respondents lacked information about recognition of their qualifications abroad.
The survey's findings are echoed by the results of a separate Commission online consultation, 'Towards a European Area for Skills and Qualifications', aimed at education and training specialists. It collated views on the obstacles faced by people in having their skills and qualifications recognised across Europe and found that there is strong support for action to simplify European tools for recognition of skills and qualifications, to make them more coherent and easier to use, and to ensure a stronger focus on the needs of pupils, students, workers and employers. Respondents also call for more emphasis in education and training on what is learnt rather than the number of hours of instruction.
"Our objective is simple: everyone in Europe should be able to have their skills and qualifications understood and recognised, within and across national borders, by employers and educational institutions. They need to be recognised in a fair, comparable and transparent way, so that people's skills and qualifications improve their employability or open the way for further learning," said Androulla Vassiliou, European Commissioner for Education, Culture, Multilingualism and Youth.

The industry’s commitment to supporting scientific research to underpin growth and development is set to move ahead with the formal launch of the Scottish Aquaculture Innovation Centre (SAIC) in June 2014.
Five years of funding for the SAIC have now been secured from the Scottish Funding Council, in partnership with Highlands & Islands Enterprise and Scottish Enterprise and the aquaculture industry. The SAIC will bring thirteen Scottish Higher Education Institutions together with a large number of aquaculture businesses to support problem solving research specifically designed to deliver economic development.
The Centre will also focus on knowledge exchange and training. All of the SAIC’s activities will promote collaboration between Scottish aquaculture businesses and the Scottish academic and research community.

It consists of the ability to access digital media and ICT, to search, understand and critically evaluate different aspects of digital media and media contents, and to communicate effectively in a variety of contexts. Without basic digital literacy, it is difficult to fully participate in society. The Food and Agriculture Organization of the UN (FAO) released a report ‘Fisheries and aquaculture emergency response guidance,' which draws on lessons learned during responses to disasters that affected the fisheries and aquaculture sectors. The guide aims to save the lives and livelihoods of people affected by disasters, climate change- and human activity-related hazards, and humanitarian emergencies in the fisheries and aquaculture sectors.
This will be useful for all students considering risk assessment and risk management in aquaculture and fisheries

This is a big task which requires not just a global shift in mindset, but also that we build the tools and communities to make such a society possible. We invite you to join us from 15-17 July in Berlin for OKFestival 2014 as we consider how to translate Open Minds to Open Action.
This year, these conversations will be based around three narrative streams; Knowledge, Tools and Society. Each encompasses a broad range of open topics that the community is passionate about, and by building a programme around these three streams, instead of by topic, OKFestival allows for greater collaboration between attendees and shared progress across the entire open movement.

This looks a very good source of information for aquaculture course case studies.

Mainstreaming ICT enabled Innovation in Education and Training in Europe: Policy actions for sustainability, scalability and impact at system level. - JRC Science Hub
In this report policy recommendations for up calling creative classrooms are presented. Almost 150 experts participated in on line consultation and evaluated the 60 policy recommendations, that were collected at several stages of the project. The recommendations were clustered into seven dimensions presenting a holistic agenda for education reform: content and curricula, assessment, school staff professional development, research, organisation and leadership, connectedness and infrastructure. Policy on the EU level as well as on local, regional and school level should support agents of change in their mainstreaming and up-scaling innovative practices. The on-line consultation revealed the following dimensions as most important: school staff professional development, infrastructure and assessment. In general however, there was broad agreement that all the dimensions need to be addressed for further developing and mainstreaming ICT- enabled innovation for learning in Europe.

Purdue University researchers who developed a new approach to more effectively teach large numbers of engineering students are recommending that the approach be considered for adoption by universities globally.
The system, called the Purdue Mechanics Freeform Classroom, allows students to interact with each other and faculty online while accessing hundreds of instructional videos and animations. It was pioneered by Charles Krousgrill, a professor of mechanical engineering, and has been used for more than two years in two mechanical engineering core courses with hundreds of students enrolled annually.
"Data analysis shows that the students are really engaging our materials, and it is having a marked effect on student performance," said Krousgrill, who is working with Jeffrey Rhoads an associate professor of mechanical engineering; Eric Nauman, a professor of mechanical engineering; and Beth Holloway, assistant dean for undergraduate education in Purdue's College of Engineering. "We'd really like to see this expand beyond the borders of Purdue and are working now to make it happen."

Fisheries Innovation Scotland (FIS) is intended as a non-profit-distributing organization with the remit of bringing together the Scottish fisheries sector (capture, processing and retail) with government and scientists.
Its stated purpose is to spearhead an “on-going program of research, knowledge exchange and education”, one of the funding bodies, Seafish, toldUndercurrent News.
This is an interesting and welcome development in Scotland
