El Foro Económico Mundial (World Economic Forum, por sus siglas en inglés) anuncio hoy los resultados de su 12vo Informe Global sobre Tecnología de la Información 2014 (Global Information Technology Report). Puerto Rico baja cinco lugares con respecto al informe anterior (2013), de 36 a 41. A pesar del descenso en el ranking, Puerto Rico mantiene su nota en 4.5, comparado con un 4.6 el año pasado. La nota máxima es 6.04 y la obtuvo Finlandia.

Federal regulators are expected to release draft net neutrality rules in mid-May as part of an ongoing effort to craft rules for Internet traffic that might actually hold up in court.

Federal Communications Commission Chairman Tom Wheeler said Wednesday that the agency would consider draft “Open Internet,” or net neutrality, rules at an agency meeting May 15. As we reported in February, Wheeler will propose basically the same rules that the agency had tried before, but justify them under a different part of the law.


Consumer groups have complained about that plan because they’re worried that Wheeler’s rules may not hold up in court either. A federal appeals court rejected two previous versions of net neutrality rules after finding fault in the FCC’s legal reasoning. During the latest smackdown, however, the court suggested that the FCC had some authority to impose net neutrality rules under a section of the law that gives the agency the ability to regulate the deployment of broadband lines.

Frequently, training specialists, instructional designers, and media specialists receive requests or directions from their managers or their customers to use existing content and existing course assets when creating a new product or making enhancements to existing assets. This can seem daunting, but it need not be so.


Seventy percent of my instructional-design projects require rebuilding courses from one modality and one specific purpose to a different type of modality, purpose, and audience. This tip will explain my process for approaching these projects.

Competency-based education is a hot idea, albeit not a new one. But as it is with anything in higher education, there is great variation among numerous emerging models. And understanding how they work is complicated by the fact that competency-based programs don’t look like much like most peoples’ vision of college.


On the least-ambitious end is an approach that merely embeds “competencies” into a conventional degree program. Loosely defined, a competency is a specified knowledge, skill or ability that a student can demonstrate, typically through an assessment.

"(... ) designing and running a MOOC from scratch is not an easy task and requires a high workload. This workload should be shared among those generating contents, those fostering discussion in the community around the MOOC, those supporting the recording and subtitling of audiovisual materials, and those advertising the MOOC, among others. Sometimes the teaching staff has to assume all these tasks (and consequently the associated workload) due to the lack of adequate resources in the institution. This is just one example of the many problems that teachers need to be aware of before riding the MOOC wave.

This paper offers a set of recommendations that are expected to be useful for inexperienced teachers that now face the challenge of designing and running a MOOC. Most of these recommendations come from the lessons learned after teaching a nine-week MOOC on educational technologies, called“Digital Education of the Future”, at the Universidad Carlos III in Madrid, Spain.
