Se trata de una publicación elaborada por la Comisión Económica para América Latina y el Caribe (CEPAL) con la cooperación de la Comisión Europea explora el grado de incorporación de las TIC en los sistemas educativos de la región. El estudio informa que en los últimos años estos países han tenido un mayor desarrollo en el acceso a las TIC, sobre todo en la línea de infraestructura y equipamiento tecnológico en las escuela. 

Por otro lado, el gran desafío para el presente es la incorporación de estas tecnologías a las clases y al día a día en la enseñanza y el aprendizaje, lo que implica nuevas metodologías y mejores contenidos curriculares.

En el capítulo I se explora el contexto en el que se han llevado a cabo las actividades relacionadas con las TIC para la educación. Del capítulo II al VI se presentan los cinco componentes de política que ayudarán a la integración efectiva de las TIC: acceso, usos, contenidos, apropiación y gestión educativa. Finalmente el capítulo VII contiene una matriz para el análisis multidimensional de las políticas de incorporación de las TIC en la educación como instrumento que permita el estudio integral del proceso.

HARVARDX and other institutions continue to create new massive open online courses (MOOCs; see the current list at harvardx.harvard.edu/modules-courses). But with hundreds of offerings available on edX, Coursera, and emerging platforms (such as the Business School’s HBX; see harvardmag.com/hbx-14), emphasis is now shifting to research on applications and assessments.

As reported, HarvardX’s review of first-year MOOC enrollments revealed apparently vast online interest in signing up for courses (perhaps reflecting the ease of registration), but rapid attrition (see “Harvard Measures Its MOOCs,” May-June, page 22). A Chronicle of Higher Education review of those data, published in mid June, reiterated the key finding that about half the registrants viewed none of the course content; of those who examined any content, “half looked at 11 percent of the course chapters or less.”

Flipping the Classroom

Flipping the classroom is a “pedagogy-first” approach to teaching. In this approach in-class time is “re-purposed” for inquiry, application, and assessment in order to better meet the needs of the individual learners. Students gain control of the learning process through studying course material outside of class, using readings, pre-recorded video lectures (using technology such as Tegrity), or research assignments. During class time, instructors become facilitators of the learning process by helping students work through problems individually and in groups.  There are numerous ways to flip your class.  In fact “every teacher who has chosen to flip does so differently,” says flipping gurus Bergmann and Sams (2012).  The University of Texas at Austin, has a nice “Quick Start” guide to help you determine what kind of flip is best for your course.

Queensborough Community College is one of six community colleges of the City University of New York. Located in Bayside, Queens, the college serves more than 15,000 degree students. Queens County in New York City is the most diverse county in the United States. The College reflects this diversity. Its White, Black, Hispanic, and Asian students or their families come from 143 countries including Paraguay, Venezuela, Korea, China, India, Guyana, Pakistan, Haiti and many more. Among the numerous languages they speak are Spanish, French, Urdu, Hindi, Punjabi, Chinese, Pushto, and Farsi. Almost half of them speak a language other than English at home. This diversity generates both challenges and opportunities in a college community. Historically, non-ESL students have scored 20 percent higher in pass rates for reading and 10 percent for writing.Queensborough Community College is an Hispanic Serving Institution with a 26% Hispanic population.

In addition to the challenge of learning a second language, many of these students have strong family and community ties and obligations. Obligation to community and family is highly valued and identity with the country of origin remains strong. In order to meet the needs of these valued students who bring so much rich cultural diversity into our classrooms, the College has committed to promoting High Impact practices in the classroom that promote student engagement by encouraging active learning and that tend to appeal to diverse student groups. George Kuh (2008) has named practices such as service learning, learning communities, diversity/global learning, and project-based learning as High Impact. Queensborough has added to this list ePortfolio, an electronic archiving and networking system, because it provides an opportunity for students to store and reflect upon their own work over time, as well as to communicate virtually and asynchronously with other students in an academic environment. Queensborough’s commitment to High Impact practices emerges from its attemptto help students become a part of a new academic community that, in the end, will help them meet their family and cultural needs through good career options and a liberal education. Support of these students in the first semester of their experience at Queensborough Community College,it is hoped, will facilitate student efforts to learn a new language, join a new community, and manage employment obligations in a way that could foster reflection during this transition in their lives.
