The Americans with Disabilities Act passed in 1990, and physical accessibility in libraries became federal law. However, nothing in the law requires library services to be disability-friendly, leaving it up to individual librarians, including Barbara Klipper, Renee Grassi, and Amy Price, to create library programs and tools for patrons with disabilities that other librarians can model.

How libraries are responding to the second digital divide | ALL Things Library | Scoop.it
On Tuesday, May 6, 2014, from 10:00–11:00 a.m., education, government and library experts will discuss the skills-based digital divide during “Responding to the Second Digital Divide,” a National Press Club briefing that will explore the ways that governments, school and communities can better support libraries in bridging the growing skills-based digital divide. The event, which takes place in Washington, D.C., will be open to the public. Panel leaders will detail effective tactics to sustain and improve Internet accessibility in libraries and discuss future directions for public access to information. The event coincides with the release of data showing that the digital divide is expanding, affecting far more than the disconnected—according to the report, one-fifth of people with advanced online access have insufficient levels of digital skills.

A literacy-rich environment in classrooms and schools, for example, is an important K-12 foundation to support and extend effective instruction. And, effective vocabulary instruction (here, here, here, and here, too) is an integral part of a comprehensive literacy framework and supports student learning and achievement. Building a common language educators is also important, though frequently lacking. A common language helps teachers, coaches, and administrators communicate more easily and specifically around instructional strategies associated with literacy instruction, educational initiatives, and the Common Core State Standards
