What are the reasons for promoting aquaculture?


Aquaculture can bring safe, healthy and sustainable seafood on our tables, and help us fight overfishing. The global consumption of seafood is constantly increasing, but there is a limit to what our capture fisheries can sustainably produce. Aquaculture can help filling this growing gap in a sustainable way. It also has a positive impact in terms of growth and job creation in coastal and inland areas: based on current labour productivity, each percentage point of current EU consumption produced internally through aquaculture could help create between 3,000 and 4,000 full-time jobs.


Do the Guidelines create new legal obligations for the Member States?


No. The Common Fisheries Policy reform foresees the development and promotion of aquaculture through the so-called 'open method of coordination' based on strategic guidelines, multiannual national plans prepared by the Member States and exchange of best practices. The Guidelines are the first step in this process of voluntary cooperation between Member States and the Commission. The next step is for Member States to prepare their multiannual national plans for the development of sustainable aquaculture.


The issues addressed by the open method of coordination remain under national competence: this approach intends to help Member States coordinating their efforts and exchange best practices and know-how. The Commission services will also provide further practical guidance on the implementation of existing EU water legislation in the area of aquaculture, as it has recently done with respect to Natura2000 areas.


How is the open method of coordination related to the proposed European Maritime and Fisheries Fund (EMFF)?


The EMFF is expected to be the main financial tool to support the development of aquaculture. Thus, it is important that the Operational Plan that each Member State will prepare in the context of the EMFF (currently under negotiation) is consistent with its multiannual national plan for the development of sustainable aquaculture, in order to foster the overall coherence of aquaculture policy. The content of the Operational Plan and the multiannual national plan will be defined by each Member State taking into consideration its specific conditions, starting points and objectives.


Will "cutting red tape" have an impact on health and environmental protection?


No. Existing EU legislation – including sanitary checks, consumer and environmental protection – is not affected by the Guidelines. Member States will have an opportunity to exchange best practices on how to apply these legal requirements in a way that is less burdensome for aquaculture producers, without calling into question the high level of consumer and environmental protection guaranteed by EU law.


How are the Guidelines related to the proposed Directive on Maritime Spatial Planning and Integrated Coastal Management?


The proposed Directive on Maritime Spatial Planning and Integrated Coastal Management (IP/13/222) asks Member States to draw up maritime spatial plans and develop integrated coastal management strategies. They will have to fulfil minimum requirements of procedural nature, but the planning details and the determination of management objectives are left to Member States.


With the Open Method of Coordination, the Commission is offering Member States an opportunity to exchange best practices on how to include aquaculture activities in these plans in a way that responds to the sector's needs and minimises its impacts on the environment and other human activities. In the end, the decision on the content of the maritime spatial planning and the integrated coastal management rests with the Member States, who can tailor them to their specific economic, social and environmental priorities, as well as their national sectorial policy objectives and legal traditions.


How are the guidelines improving the level playing field?


The guidelines will help ensuring that the sustainability and high quality of EU aquaculture products are made more visible, and that EU consumers will be better informed. Experience in different markets shows that consumers are often ready to pay a premium for high quality and sustainability; EU aquaculture offers products with these characteristics, but does not exploit sufficiently this competitive advantage. If we ensure better consumer information, EU aquaculture products has the potential to become more attractive for consumers. New labelling provisions as proposed in the CMO Regulation may help better differentiation of EU aquaculture products; voluntary certification schemes can also play a role in this context. By the end of 2013 the Commission will also launch a Communication campaign on the strengths of EU aquaculture.


How will research and innovation contribute to the competitiveness of the aquaculture sector?


Research and innovation have a very important role to play: they can help making aquaculture production more efficient, by reducing the need for inputs and by enhancing the understanding of the biological cycle; they can also help the aquaculture industry bring to the market new species which respond to the needs of the consumers and bring higher income to producers. Thanks to research and innovation, aquaculture production can also become more sustainable, by reducing its impacts on the environment and on other economic activities. Specific priorities for the sector have been identified in the Strategic Research Agenda elaborated in 2012 by the European Aquaculture Technology and Innovation Platform on the basis of an extensive stakeholder consultation.


What does this package do for SMEs?


The vast majority of EU aquaculture producers are SMEs; many are family-owned micro enterprises. One of the key barriers to the development of aquaculture is represented by the high administrative costs, long times and uncertainties connected to the licencing process for new farms; the relative weight of these costs compared to turnover and number of employees can be up to ten times higher for SMEs than for large companies.


The Commission will work closely with Member States to identify best practices and margins for improvement, with the help of the Commission's High Level Group on Administrative Burdens, whose mandate is to help Member States' public administrations to implement EU legislation in a way that is more efficient and responsive to the needs of stakeholders. The establishment of producers organisations promoted through the CMO can also help small producers being better organised and represented.


Facts and figures on EU aquaculture


The EU seafood consumption is 13.2 million tonnes; of this, 25% comes from EU fisheries, 65% from imports and 10% from EU aquaculture.


Total EU aquaculture production (2010): 1.26 million tonnes, € 3.1 billion.


50% of the total EU aquaculture production volume is represented by molluscs, 28% by marine fish and 22% by freshwater fish.

A synthesis of six regional studies


Global reviews of the impacts of climate change on fisheries and aquaculture systems carried out in 2009 revealed a paucity and patchiness of information concerning climate impacts on the sector. Six follow-up regional case studies were then launched by the Food and Agriculture Organization of the United Nations (FAO) in an attempt to start filling the gaps and to provide direction and initial steps in adaptation planning. Fisheries and aquaculture systems were selected across the globe to allow for diversity. The approach of the case studies followed a template allowing them to: (i) define vulnerability to climate change by understanding potential impacts on the system, the sensitivity of the system to such changes and the current adaptive capacity; (ii) identify gaps in existing knowledge in assessing the vulnerability of the system; (iii) identify potential strategies for reducing vulnerability to climate change; and (iv) provide policy guidance in reducing system vulnerability.

The objective of this publication is to consolidate, further interpret, refine and draw conclusions from the information gathered on climate change impacts, sensitivity and adaptive capacity of fish production systems in the diverse and geographically distinct socialecological systems covered by the six case studies. Although the specificity of each case study and the complexity of vulnerability prevent a generalization of issues and the drawing of broad conclusions, the present document captures common threads from a close examination of the exposure, sensitivity and adaptive capacity of the systems considered. Information on these three characteristics of vulnerability is particularly relevant to policymakers, development practitioners and members of the academic community concerned with the impacts of climate change on aquatic resources and the communities and economies they support. It can be used to identify areas in which interventions, policy development and/or further research are needed to better equip these systems and their stakeholders to reduce their vulnerability and enhance their adaptation to long-term climate-induced changes. It can also be used as a benchmark against which improvements in capacity may be measured or monitored over time.

Υποκριτικές πιέσεις για τερματισμό της δουλείας χιλιάδων εργατών από χώρες της Νοτιοανατολικής Ασίας, που δουλεύουν στα κάτεργα δουλεμπορικών στόλων που εργάζονται για λογαριασμό της διεθνούς βιομηχανίας κατεψυγμένων και νωπών αλιευμάτων, άσκησε χτες η εκπρόσωπος του Στέιτ Ντιπάρτμεντ και οι επικεφαλής μεγάλων αμερικανικών επιχειρήσεων, που βλέπουν ανταγωνιστικά όσα γίνονται σε θαλάσσιες περιοχές χωρών όπως η Ινδονησία και η Ταϊλάνδη, εν γνώσει των τοπικών αρχών. «Ξεχνώντας», προφανώς, τις πρακτικές εκμετάλλευσης και τα ψίχουλα που δίνουν Αμερικανοί γαιοκτήμονες και εργολάβοι στους εκατοντάδες χιλιάδες Μεξικανούς μετανάστες που δουλεύουν, π.χ., στους οπωρώνες και τα αμπέλια της Καλιφόρνια...


Αφορμή έδωσε η τελευταία έρευνα του πρακτορείου «Ασοσιέιτεντ Πρες» (ΑΡ), που διαπίστωσε ότι εκατοντάδες μετανάστες από την Ταϊλάνδη και τη Μιανμάρ δουλεύουν νυχθημερόν σε δουλεμπορικά του απομακρυσμένου μικρού νησιού Μπεντζίνα της Ινδονησίας δίχως την παραμικρή αμοιβή από Ταϊλανδέζους καπετάνιους και εργολάβους. Η εκπρόσωπος του Στέιτ Ντιπάρτμεντ, Τζεν Ψάκι, αρκέστηκε εντούτοις στη διαπίστωση της εξαθλίωσης και εκμετάλλευσης των μεταναστών - εργατών, λέγοντας ότι γίνεται «σε διάφορα στάδια της παραγωγής, από την αλιεία ως τη συσκευασία και τις εξαγωγές».


Ο αντιπρόεδρος της ταϊλανδέζικης κυβέρνησης, στρατηγός Πραουίτ Γονγκσουβάν, αρνήθηκε πως υπάρχουν σκλάβοι που δουλεύουν για ταϊλανδέζικα αλιευτικά στην Ινδονησία, επιρρίπτοντας, εμμέσως πλην σαφώς, την ευθύνη για ανήθικες εργασιακές πρακτικές στις ινδονησιακές αρχές. Μάλιστα, σε ανακοίνωση που εξέδωσε αργότερα η ταϊλανδέζικη κυβέρνηση αναφέρεται πως οι ξένοι μετανάστες εργάτες στην Ταϊλάνδη είναι τουλάχιστον 1.600.000 άτομα και οι περισσότεροι δουλεύουν στη βιομηχανία αλιείας «υπό το ίδιο καθεστώς προστασίας» που επιφυλάσσεται και για τους Ταϊλανδούς εργάτες...


Ωστόσο, λίγη ώρα νωρίτερα η μεγαλύτερη ταϊλανδέζικη εταιρεία κατεψυγμένων αλιευμάτων, η «Thai Union Frozen Products», διέψευσε τον Ταϊλανδό αντιπρόεδρο, αφού ανέφερε σε ανακοίνωσή της ότι ανέστειλε τη συνεργασία με τους εργολάβους που προσδιορίζονται στο ρεπορτάζ - έρευνα του πρακτορείου ΑΡ.

Μετά τη Σελόντα, μία ακόμη από τις ηγέτιδες εταιρείες του κλάδου θα περάσει στον έλεγχο των τραπεζών.



Στις πιστώτριες τράπεζες θα περάσει το 75% της εταιρείας Νηρεύς Ιχθυοκαλλιέργειες, όταν ολοκληρωθεί η διαδικασία αναδιάρθρωσης των δανείων της. Αυτό προβλέπει η συμφωνία αμοιβαίας κατανόησης που υπέγραψε η εταιρεία Νηρεύς με τις τράπεζες ύστερα από πολύμηνες διαπραγματεύσεις. Επί της ουσίας, μετά τη Σελόντα, μία ακόμη από τις ηγέτιδες εταιρείες του κλάδου των ιχθυοκαλλιεργειών θα περάσει στον έλεγχο των τραπεζών, με απώτερο σκοπό την πώληση ή τη συγχώνευσή της με άλλη ομοειδή επιχείρηση. Το προσεχές διάστημα αναμένεται να συγκληθεί έκτακτη γενική συνέλευση των μετόχων της εταιρείας Νηρεύς, προκειμένου να εγκρίνει τη συμφωνία με τις τράπεζες, ενώ στόχος είναι να έχει ολοκληρωθεί η διαδικασία της αναδιάρθρωσης έως τις 31 Οκτωβρίου 2015.

Το προσεχές διάστημα αναμένεται να συγκληθεί έκτακτη γενική συνέλευση των μετόχων της «Νηρεύς», προκειμένου να εγκρίνει τη συμφωνία με τις τράπεζες, ενώ στόχος είναι να έχει ολοκληρωθεί η διαδικασία της αναδιάρθρωσης έως τις 31 Οκτωβρίου 2015.


Σύμφωνα με ανακοίνωση που εξέδωσε χθες η εταιρεία Νηρεύς, η συμφωνία με τις τράπεζες προβλέπει τα ακόλουθα:

• Κεφαλαιοποίηση δανειακών απαιτήσεων ποσού έως 58.600.000 ευρώ με έκδοση νέων μετοχών της εταιρείας Νηρεύς και τιμή έκδοσης 0,30 ευρώ ανά μετοχή, υπέρ των πιστωτριών τραπεζών, που αναμένεται να αποδώσει συνολικά ποσοστό ιδιοκτησίας του μετοχικού κεφαλαίου της εταιρείας στις πιστώτριες περί το 75%.


Σήμερα, ο ιδρυτής και επικεφαλής της εταιρείας Νηρεύς, Αρ. Μπελλές, διαθέτει το 21,16%, το 23,68% ανήκει στο fund Linnaeus Capital Partners και το 5,38% στον κ. Ν. Χαβιαρά. Αν και δεν έχει διευκρινισθεί ακόμη ποιο θα είναι το ποσοστό που θα κατέχουν οι παραπάνω μετά την κεφαλαιοποίηση των δανείων, πληροφορίες αναφέρουν ότι το ποσοστό του κ. Μπελλέ θα υποχωρήσει στο 5,5%.

• Εκδοση κοινών εξασφαλισμένων ομολογιακών δανείων ύψους έως 94.552.126 ευρώ και επιτόκιο Euribor +4,25%.

• Εκδοση μετατρέψιμου σε μετοχές ομολογιακού δανείου συνολικού ύψους 24.466.293 ευρώ δεκαετούς διάρκειας, με επιτόκιο 1% και τιμή μετατροπής 0,30 ευρώ ανά μετοχή.

• Η εταιρεία Νηρεύς θα προχωρήσει στην έναρξη διαδικασιών συγχώνευσής της με απορρόφηση της θυγατρικής κατά 26,45% εταιρείας Sea Farm Ionian A.E. καθώς και σε επιμέρους εταιρικές πράξεις εντός του oμίλου που στοχεύουν στον εξορθολογισμό της δομής του.

Ως προς το υφιστάμενο μετατρέψιμο ομολογιακό δάνειο ύψους 20 εκατ. ευρώ, η εταιρεία Νηρεύς θα προτείνει στους ομολογιούχους δανειστές να εναρμονισθούν οι βασικοί όροι αυτού με τους όρους του νέου ΜΟΔ. Στις 30/9/2014 το υπόλοιπο του εν λόγω ΜΟΔ ανερχόταν σε 23,9 εκατ. ευρώ.

Αυτό, πάντως, που δεν έχει αποσαφηνισθεί ακόμη είναι ποιος θα αναλάβει το μάνατζμεντ της εταιρείας μετά την αναδιάρθρωση του δανεισμού.

The Council today has adopted measures to help sea bass recover. For recreational fishing, which accounts for 25% of sea bass mortality, the decision will mean the introduction of a limit of three fish per day per angler. Sea bass is a very valuable fish, on which many fishermen, especially small fishing enterprises, depend. With over 1.3m recreational anglers in France and another 800 000 in the UK, many thousands of jobs also depend on recreational fishing.


Recent scientific analyses have reinforced previous concerns about the state of the stock and advised urgently to reduce fishing by 80%. We are witnessing a rapid decline of sea bass that risks leading to a collapse if no action is taken. 


The daily limit on recreational catches complements the emergency measures which the Commission adopted earlier this year, and which targeted pelagic fisheries.


The Commission has previously taken such emergency measures to protect vulnerable stocks, most recently with anchovy in the Bay of Biscay.

The UN General Assembly has listed seamounts among marine habitat that may have particularly vulnerable benthic communities and fisheries resources. The recent cruise of the RV “Dr. Fridtjof Nansen”, from the 15. Jan to the 12. Feb 2015 aimed at mapping the occurrence and abundance of benthopelagic fish and sessile epibenthos in the southeast Atlantic.


This included indicators of vulnerable marine ecosystems (VMEs sensu FAO Guidelines for Deep-sea Fisheries in the High Seas), in selected ‘existing fishing areas’ and areas closed to fishing within the convention area of the Southeast Atlantic Fisheries Organisation (SEAFO). Using towed video systems and other samplers, the international scientific party enhanced information of both fish and VME-indicators such as corals, on the seamounts known as Schmitt-Ott, Wüst, Vema, Valdivia, and Ewing.


The cruise was a contribution to the Southeast Atlantic Fisheries Organization (SEAFO) resulting from a co-operation between SEAFO, the EAF-Nansen project, and the FAO. The aim is to facilitate activities in support of the efforts by SEAFO to meet objectives in relation to the United Nations General Assembly (UNGA) resolution 61/105 and the associated FAO Guidelines on Deep-sea Fisheries in the High Seas. The south eastern Atlantic was selected by the recently initiated GEF-sponsored FAO ABNJ programme (“Common Oceans”) as an area of particular attention.


Despite a shortage of data on the occurrence of ‘vulnerable marine ecosystems’ (VMEs, as defined in the FAO Guidelines), SEAFO has introduced comprehensive measures to protect such ecosystems from significant adverse impacts within the convention area. SEAFO has closed 10 subareas of the convention area to all fishing activity, a regulation most recently revised in 2011. Best available bathymetry data were compiled to locate subareas recognised in the FAO guidelines as VME features, essentially primarily seamounts. Fishing was assumed restricted to the upper 2000m of any feature, hence an updated map of areas shallower than 2000m was the basis of further selection (Fig. 1). In SEAFO such areas are seamounts or seamount complexes of various sizes and shapes.


The spatial distribution of VME indicators such as corals and sponges (i.e. as given in FAO guidelines) is however not well known in SEAFO, hence a need for further information from scientific investigations at sea has been recognised. Also, there is a pronounced shortage of fisheries-independent data for assessing the status and providing advice on targeted fisheries resources such as Patagonian toothfish, pelagic armourhead, alfonsino and deep-water crabs.


The international scientific party comprised competent scientists from SEAFO Contracting Parties supplemented by invited experts to strengthen the competence on benthos and fish taxonomy and identification. Five of seven SEAFO CPs were represented on the cruise, i.e. Namibia. Angola, the European Union, South Africa and Norway.

Knowledge of the status and trends of capture fisheries, including socio-economic aspects, is key to sound policy-development, better decision-making and responsible fisheries management. Inventories of national data collection systems carried out by the FAO FishCode–STF Project indicated that main problems/challenges in the fisheries monitoring system are: (i) a lack of human and financial resources; (ii) a lack of capacity/knowledge in fisheries monitoring at local level; (iii) a lack of appropriate, cost-effective data collection systems; (iv) a lack of reliable, adequate and accurate information; and v) gaps in data collection, processing and analysis. Capacity building in data collection and fisheries statistics is a high priority for the FAO FishCode–STF Project. Therefore, FAO in collaboration with the Department of Oceanography and Fisheries of the University of Ghana, Accra, developed the International Training Course in Fisheries Statistics and Data Collection.

The primary objective of the course is to illustrate sampling methods for improving routine data collection, which can provide the desired precision of estimates at the lowest possible cost and yet possess a higher degree of accuracy. The design techniques are based on international standards, illustrated with the collection of fisheries statistics and analysis from the region. The specific objectives are: (i) to introduce basic concepts of the importance of fisheries information; (ii) to introduce international standards and concepts in fisheries data collection; (iii) to introduce the basic concepts of sampling and design of routine fisheries data collection schemes; (iv) to introduce basic concepts of statistical data analyses; (v) to introduce basic concepts of data storage and dissemination; and (vi) to provide practical issues and examples relevant to fisheries statistics and data collection.

Det er da heller ikke forkert, at mange fiskere i dag føler sig presset. Men den negative omtale til trods, søger rigtig mange unge alligevel hvert år ind på Fiskeriskolen i Thyborøn for at prøve kræfter med en fremtid på havet. - Vodbinderfaget skal genoplives: Tilgangen til det ædle håndværkerfag som vodbinder har gennem de senere mange år lidt en krank skæbne. De unge har ikke haft interesse i at samle kordeler til større tovværk eller for den sag skyld fremstille eller reparere net og klargøre dem til morgendagens fangster på havet. Det skal en ny type uddannelse nu rette op på. - Lønmodtager bliver selvejer igen: Efter nogle år som skipper på et fiskeskib, ejet af en skibsreder, har Niels Henrik Bøndergaard, valgt igen, at blive selvejer og dermed få foden på eget dæk. Det skete gennem et køb af en rejetrawler i skipper Bøndergaards hjemby Hvide Sande.

Την εκτίμηση ότι το ψάρι έχει επιστρέψει στο “μενού” των ελληνικών σπιτιών, αποσπώντας σταδιακά μερίδια από τα πιο “δυτικά” τρόφιμα, διατύπωσε σήμερα, από τη Θεσσαλονίκη, ο σεφ Λευτέρης Λαζάρου, με την ευκαιρία τής πρώτης ενημερωτικής παρουσίασης σε επαγγελματίες σεφ και φορείς για τα προϊόντα ιχθυοκαλλιέργειας.


Πρόσθεσε ότι τα πλεονεκτήματα τής τσιπούρας και του λαβρακιού που προέρχονται από ιχθυοκαλλιέργειες είναι πολλά, αφού μπορούν να δώσουν στις επιχειρήσεις εστίασης τη δυνατότητα να προσφέρουν ποιοτικά και νόστιμα πιάτα με σχετικά χαμηλό κόστος παραγωγής, ενώ επιπρόσθετα είναι διαθέσιμα ανά πάσα στιγμή, κατόπιν παραγγελίας. Στην Ελλάδα λειτουργούν σήμερα 324 μονάδες εκτροφής ψαριών, γεγονός που διασφαλίζει την ελληνική "ταυτότητα" της τσιπούρας και τού λαβρακιού ιχθυοκαλλιέργειας, που φτάνει στο πιάτο μας.

Μάλιστα, ο σεφ ετοίμασε επί τόπου και παρουσίασε στους παρευρισκόμενους επαγγελματίες σεφ μια σειρά από πιάτα με έντονο μεσογειακό χαρακτήρα, όπως τσιπούρα με ταχίνι και σησαμέλαιο και μους κουνουπίδι με φέτα λαβράκι.

Από την πλευρά της, η διαιτολόγος-διατροφολόγος Κωνσταντίνα Καρασούλη παρουσίασε τα οφέλη μιας διατροφής που ενσωματώνει την τακτική κατανάλωση ψαριών. Όπως είπε, τα ψάρια είναι πλούσια σε ωφέλιμα λιπαρά Ω3 και ιδίως όταν συνδυαστούν με πρώτες ύλες όπως το ταχίνι, που έχει Ω6, προσφέρουν μια ιδανική λύση για υγιεινή διατροφή.

Στις 7 απόψε θα πραγματοποιηθεί ενημερωτική εκδήλωση για το ίδιο θέμα, αυτή τη φορά για γονείς και κηδεμόνες, στην αίθουσα “Αιμίλιος Ριάδης” της ΔΕΘ-Ηelexpo, στο διεθνές εκθεσιακό κέντρο Θεσσαλονίκης.

Οι παρουσιάσεις εντάσσονται στο πλαίσιο του ολοκληρωμένου σχεδίου προώθησης ευρύαλων μεσογειακών ειδών (τσίπουρα - λαβράκι ιχθυοκαλλιέργειας), που υλοποιεί η Ελληνική Εταιρεία Επενδύσεων και Εξωτερικού Εμπορίου – Enterprise Greece (φορέας εποπτευόμενος από το Υπουργείο Ανάπτυξης).

Ο βουλευτής Θεσπρωτίας του ΣΥΡΙΖΑ Μάριος Κάτσης, κατόπιν αιτήματος της Πανελλήνιας Ένωσης Μικρομεσαίων Ιχθυοκαλλιεργητώνγια συνάντηση με τον Αναπληρωτή Υπουργό Αγροτικής Ανάπτυξης & Τροφίμων κ. Ευάγγελο Αποστόλου, παρέστη σε συνάντηση η οποία πραγματοποιήθηκε στις 12/3/2015 στο Υπουργείο.


Ο κ. Κάτσης επισήμανε στον κ. Υπουργό, ότι η Ελληνική υδατοκαλλιέργεια και ιδιαίτερα η θαλάσσια υδατοκαλλιέργεια αποτελεί έναν δυναμικό κλάδο του πρωτογενούς τομέα. Ο έντονα εξαγωγικός της χαρακτήρας, δεδομένου ότι σε ποσοστό 70 - 80% των παραγόμενων προϊόντων εξάγονται στο εξωτερικό, συμβάλει σημαντικά στο ισοζύγιο εισαγωγών – εξαγωγών της χώρας. Επίσης, οι άμεσα απασχολούμενοι στον συγκεκριμένο κλάδο υπολογίζονται στα 10.000 άτομα πανελλαδικά.


Τόνισε δε, ότι η υδατοκαλλιέργεια στη Θεσπρωτία, κατέχει περίπου το 10% της συνολικής πανελλήνιας παραγωγής και αποτελεί ισχυρό μοχλό ανάπτυξης και απασχόλησης για ολόκληρη την περιοχή.


Η ΠΑΝ.Ε.Μ.Ι από την πλευρά της, αφού ενημέρωσε τον Υπουργό για τα προβλήματα του κλάδου,  κατέθεσε υπόμνημα και αναλυτικό φάκελο με τα βασικά αιτήματα της. Αυτά έχουν να κάνουν με εκκρεμείς εκδόσεις ερμηνευτικών εγκυκλίων (ΚΥΑ – ΥΑ), το χωροταξικό σχεδιασμό των υδατοκαλλιεργειών, ζητήματα που αφορούν το ΕΠΑΛ 2007 – 2013 και την κατάρτιση του ΕΠΑΛ 2014 – 2020 (εξειδίκευση μέτρων, πιστώσεις, χρονοδιαγράμματα).


Ο κ. Αποστόλου αφού ενημερώθηκε για τα ζητήματα, παρέλαβε το υπόμνημα των  αιτημάτων τους και εξέφρασε την πρόθεση του Υπουργείου να ενισχύσει τον ρόλο της μικρομεσαίας ιχθυοκαλλιέργειας, η οποία μπορεί να συνδράμει στη διαδικασία παραγωγικής ανασυγκρότησης της χώρας. Επίσης δήλωσε ότι θα αναλάβει πρωτοβουλίες ώστε να προχωρήσουν οι απαραίτητες διαδικασίες για την επίλυση των ζητημάτων που αφορούν τον κλάδο.

The European Commissioner for Maritime Affairs and Fisheries Karmenu Vella welcomed the political agreement that the European Parliament and the Council of the EU have provisionally reached today to ensure the full implementation of the measures adopted by the General Fisheries Commission for the Mediterranean (GFCM)


"I wish to thank the Members of the European Parliament and more particularly Mr Gabriel Mato as rapporteur for the file, and the Council, steered by the Latvian Presidency who have worked on a consistent and constructive basis on this file. I fully trust that this agreement will be formally endorsed in the coming weeks by both institutions, thus enhancing the EU commitments in the Mediterranean and in the Black Sea", said Mr Vella.


The GFCM is a Regional Fisheries Management Organization (RFMO) with 23 Member countries along with the European Union which has the authority to adopt binding recommendations for fisheries conservation and management in the Mediterranean, the Black Sea and connecting waters. The new legislation consists of technical measures for the sustainable exploitation of red coral as well as for the mitigation of incidental catches of certain marine species such as sea turtles and cetaceans; it also contains a coherent framework for the recording of relevant data by fishermen and for reporting to the GFCM.

NIREUS AQUACULTURE announces that, on March the 24th, 2015, it entered a Memorandum of Understanding with the Lending Banks that contains the basic terms guiding the restructuring of its loans.

Based on this agreement, which is expected to give impetus to the Group to enter a new period of growth and profitability, the Company will immediately proceed to all procedures, as stated by the Law and the Articles of Association, for the convention of a Meeting of the Shareholders and a Meeting of the Bondholders of the existing CBL, in order to implement until 31.10.2015 a series of corporate actions and new agreements that will result, not only to the financial, but also to the operational restructuring of the Group.


The main axes of the restructuring of the Group’s loans are:

    A. Capitalization of bank loans up to € 58.600.000 with the issuance of new NIREUS shares to the Lending Banks, of € 0,30 par value, which is expected to result into a 75%, appr., ownership of the Share Capital by the Creditors.

    B. Issuance of 10-year common secured bonds up to € 94.552.126 at a rate of interest set at EURIBOR + 4,25%.

    C. Issuance of one 10-year convertible bond loan (CBL) amounting to € 24.466.293 at a rate of interest set at 1% and conversion price € 0,30 per share.

The company will propose to the bondholders of the existing CBL to align its basic terms to those of the new CBL.

It is also stipulates that the Company will start the procedures for the merger by absorption of its subsidiary Seafarm Ionian S.A., as well as specific corporate actions for the rationalization of its business structure.

All the procedures required for the above will be followed before the competent corporate bodies of the Group’s companies, including the Boards of Directors, the shareholders meetings and the Bondholders Meeting of the existing CBL, as well as the supervising authorities.  Detailed information for all the above will be issued through specific announcements for the decisions of the Board of Directions of the Group’s companies, the assemblies that will convene, and the Prospectus that the Company will prepare and make available to investing public.

Mr. Aristides Belles, president of BoD and CEO, commented on having reached the agreement: “After a long period of negotiations, an agreement has been reached with the Creditor Banks that will rationalize the financial position of the Group and set the foundation and support for the firm progress of the Company to new achievements that will continue to benefit significantly the economy of the country and our shareholders, employees and partners.

We will continue to work decisively and methodically for the improvement of the Company’s efficiency while we maintain our leading position as one of the largest export companies of the country.  This, in conjunction with the restructuring agreement, gives an even greater value to our Group, and makes us all proud for the prospects of our business”.

The members of South Indian Ocean Fisheries Agreement (SIOFA) achieved important progress in the meeting held in Mauritius last week.


A recommendation was adopted to enable the member states of SIOFA to ban gillnets in the Indian Ocean. It was also agreed that the headquarters of SIOFA will be installed in La Reunion; however the annual meeting will be held in Mauritius every second year.


The EU delegation presented a Monitoring and Control Surveillance (MCS) system including issues of Illegal, Unreported and Unregulated (IUU) fishing, which has been well received by the contracting Parties as a starting point for future discussions.


The SIOFA is a non-tuna Regional Fisheries Management Organisation (RFMO) which completes the coverage of RFMOs in the Indian Ocean. The Agreement was concluded in 2006 but entered into force only in 2012. The present Members of the SIOFA are Australia, Cook Islands, the EU, France, Japan, Republic of Korea, Mauritius and Seychelles.
