Although these countries started experimenting with this new harm reduction measure, at the time DCRs were not officially included in national legislations.

From the very beginning, DCRs were regarded as serving two main objectives:

A decline in violent assaults at pubs, clubs  and bars in NSW is genuine and not because fewer staff are  reporting the attacks to police.  NSW crime statistics show the number of assaults at licensed  premises has dropped 23.7 per cent over the five years to 2012.
