An independent group has evaluated the impacts of the implementation of the Paris Declaration on Aid Effectiveness. The evaluation looks at how the principles of aid effectiveness have been put into practice by international development partners and what results this is having in developing countries. The outcomes of this important international joint evaluation include a synthesis report, 21 country evaluations, 7 donor studies and several thematic reviews (see below). The evaluation was managed by an independent reference group that includes country partners and was a key input to the Busan High Level Forum.

In order to make sure that we have an exhaustive list of Evaluation Capacity Development (ECD) characteristics, we need to have an overarching framework for them. Such an inclusive framework could be developed only at the meta-level. I suggest that the meta-level for evaluation capacity development is the development of evaluation into a mature profession.

I’ve been thinking about my recent trip to Honduras, how change happens, and the discussions there (and with some other country teams since then) about what I am calling the ‘cooperation-conflict cycle’ (see pic). The default mode in Oxfam and most large NGOs is generally uncomfortable with conflict, but research by John Gaventa and others shows that conflict is an essential part of many processes of progressive social change.

As the implementation goes ahead it is worth noting some of the risks that will need to managed in this area. A number of observers have noted that there are number of potential concerns about how the focus on results and value for money will be done, see for example Owen Barder’s recent post on ‘seven worries about focusing on results, and how to manage them’. Seguramente recorres la web y encuentras contenido muy importante pero no sabes como recopilarla y clasificarla por categorías para que lo revises cuando quieras o incluso otros puedan verlo y complementarlo para enriquecerlo aun más, para ello están apareciendo herramientas denominadas “curadoras de contenidos” para seleccionar la inmensa información que tenemos en Internet. El mejor concepto de una red social de curación de contenidos nos la da el creador de Pinterest, Ben Silbermann, el comenta que se le ocurrió la idea siendo un coleccionista de insectos y sellos por lo que los tenía muy bien clasificados, pues bien, esta idea le sirvió para crear lo que se convertiría en Pinterest, con la gran diferencia que los seleccionadores de contenidos que usan estas plataformas pueden aumentar exponencialmente una colección con los aportes de miles de personas que tienen los mismos intereses. One problem with the various lists of evaluation competencies we see around is that they cover an enormous range of the skills that evaluators have and use in our work, but FAR MORE than any one evaluator (or even one evaluation team) could or even should have. This leads people to think that: “competent” = “can demonstrate every single one of the competencies” “missing a few” = “incompetent” … and of course, because no-one has the full repertoire, even top-notch evaluators will be looking at the list and saying “What?! You’re calling me incompetent because I can’t [insert skill]?”

Jean argues that facing up to complexity is not an option. Behaving as if the world is stable and predictable when it is not does not make it so. Such mechanical thinking can lead to blindness to change and difficulty in adapting to shocks and fast changes. So a shift in mindset is needed. Don’t assume the world is a smoothly functioning machine: review progress often, pick up on unintended consequences, look for the unexpected, scan for signs of change.
