Clients in sheltered workshops like CCWS must have a formal diagnosis of a disability, which may include physical, mental health, intellectual, or developmental disabilities.
Stephanie Holland's insight:

"The Department of Justice has visited states such as Maine, Vermont, and Washington, and they have closed the sheltered workshops. In Vermont, the Department of Justice has ordered the state to pay for every client to work 20 hours in the community plus an additional 20 hours for a Day (Adult Day Care) program. That is a huge cost burden for that state. However, reports have shown that only 20% of the clients have a job in the community. The other 80% no longer earn a pay check and are in a Day program. Their Right To Work has been taken away."


So basically - the sheltered workshops are being replaced by adult day care centers - and this is better?

According to the National Council on Disability, only about 5 percent of people with developmental disabilities who enter sheltered workshops ever leave for other employment.
Stephanie Holland's insight:

“We want the goal to be integrated employment, but that may not be the goal for everyone,” Kitty Rhoades, secretary of the state Department of Health Services, said in an interview. “We acknowledge that. We would have the full spectrum (of choices).”

The DHS says its plan would not eliminate sheltered workshops. In fact, Gov. Scott Walker said through a spokeswoman he’s ordered DHS to “push back” against the new federal rules to ensure workshop training is available, something he said families want.

Community placements for older people with intellectual disabilities has not brought about greater integration, a report has found.

“We promised that movement to the community would improve the quality of people’s lives,” said Prof McCarron. “Unless the community is truly organised and resourced to support people with intellectual disability when there are complex health issues, their experience may instead be one of social isolation, loneliness and new forms of institutionalisation.”
