There's a risk in transforming all of these unused public spaces, and that is doing so makes the more useful to the well-off in well-off districts, and thus pushes out homeless and the poor from niches they might be using. In not-well-off districts, the problem is usually not the overlooked public spaces, but the fact that there is no enough investment in the obvious public spaces. The only mechanism which balances the interests of rich and poor is governance.

The San Francisco Board of Supervisors is considering adopting an "Urban Agriculture Incentive Zone" policy to incentivize the development of urban gardens on empty lots (which actually do exist in San Francisco). "Until now, the city has given few incentives to would-be urban garden developers. But a new proposal before the Board of Supervisors would create what’s called an Urban Agriculture Incentive Zone for property owners willing to convert their empty lots to urban gardens," reports Mark Kelly.
