According to EnergyTrend, the green energy division of TrendForce, benefitting from the rush orders in Q1, first-tier manufacturers managed to keep their capacity utility rate above 80% while second-tier manufacturers above 50%. Although manufacturers take optimistic attitude toward 1Q12, there are some factors affecting the solar industry development. First, system manufacturers' installation progress has been delayed as snowy weather continues to grip Europe. Second, rumors of Energy Conversion Devices (ECD)' bankruptcy have put solar industry development in doubt. As severe snow storms have descended on Europe for days, most solar markets, including Germany, are putting their system installation on hold. However, EnergyTrend research indicated that the harsh weather has not stopped system manufacturers from pulling inventory. PV manufacturers indicated that this incident does not have a significant impact on the PV industry development. However, it is important to further follow-up on whether Uni-Solar can be sold successfully as well as the final buyer's background. As for this week's spot prices, according to EnergyTrend's research, lowest polysilicon price has increased to US$27/kg, while the average price rose to US$29.68/kg, a 1.23% increase. Si wafer price range remained stable, with the multi-Si wafer's ASP rising to US$1.201/piece, a 1.01% increase. The mono-Si wafer's ASP increased slightly to US$1.601/piece, an increase of 0.31%. EnergyTrend stated that the high-efficiency Si wafer products are now in shortage, which cannot be solved in the short run. In terms of general Si wafer supply, since Chinese manufacturers returned to work, the future market development is needed to be observed. As for solar cells, this week's average price still showed a slight uptrend with average price at US$0.52/Watt, a 0.58% increase. This week's solar module price showed a slight decrease, with average price at US$0.871/Watt, an decrease of 0.8%, affected by general product price dropped by Chinese module makers. Furthermore, high-efficiency PV module price still remained at high level, stayed at US$0.9/Watt.

The continuous innovation of technologies will be the only way to compete in the global markets. Most British have no idea of the economical efficiency of PV investment

According to a research, among 2000 participants, only 1/3 of them know about that to install PV system can save many electricity fees. Therefore, we need to promote more about the economical efficiency of installing PV system.

60% of the market people show interests in the 7% to 10% return rate of PV system, while they have no idea that the PV system has this high return rate. Free grid policy helps to expand demand of PV industry

Promoted by the free grid policy for distributed power, there have been 13 PV projects, total capacity of 30.5MW.

 

The National Grid has published that since November 1st, 2012, the service for projects below 6MW will be free. However, the user should pay for millions of RMB to invite professional team to come up with a grid program.

Ontario, Canada will amend terms of FIT project  - Omnik New Energy

Ontario Energy Office said Ontario Power Commit would set up window for the small amount FIT application. The regulations and contracts will be firstly carried out in 2013. Supply and demand imbalance of polycilicon remains

Pricing for the 6N to 8N grade polysilicon followed the higher purity material with a fall of 7%. However, the contract segment for the lower purity materials was said to have fallen by more than 8% in the same time period.

 

However, prices for 9N solar polysilicon fell by over 9% in October, according to IHS, while long-term agreements (LTA) only declined by 1% in the same period.

 

Expectations of market conditions improving in 2013 are likely to result in polysilicon prices within the solar industry rebounding slightly, according to the latest analysis from market research firm IHS.

 

According to the market research firm, November pricing levels are expected to continue to fall, yet a rebound could potentially start in December this year or January time frame, next year.

 

The rise is not expected to be significant, but IHS believes the increase could be as much as 2.4% for lower grade material. Pricing for 9N material could be flat, though it does mark a temporary halt to price declines that have been persistent over the last nine months, IHS said.

 

Suppliers are trimming production, inventories in the channel are continuing to be depleted and most industry players are expecting a rebound in demand in 2013.

 

However, the analyst believes that spot market prices will remain below those of LTAs, though these will trend downwards accordingly until supply/demand balance is restored.

 

But that likelihood is perceived to be down the road as Gu expects pricing to continue to decline later in 2013.

Denmark plans to reduce the subsidy price and expand the scale

Denmark has raised the proposal of expanding Danish net electricity metering program and reduce the FIT of Denmark.

 

According to the Lidegaard draft, Denmark will break through the limit of the 6kW PV system. They will encourage PV projects construction with larger scale.

 

The draft also plans to cut down half of the finance subsidy. The current FIT of solar power is consistent with the other renewable energy and will be half of the current price in 5 years.

 

Danish government made above change based on the decline price of the PV modules, from $5115/kW in 2011 to the current $3068/kW.

 

Danish solar market new PV capacity turned into exponential growth, from the 1.75MW of last year up to the 223MW of 2012.

 

The subsidy tax rate is expected to be carried out from 2015 and amended every year from 2018.

Solar modules price may be in a decline until 2013

As the demand of Germany has been decreasing, the module price of most solar markets will keep declining. And the trend may continue in 2013.

 

The official data of Germany’s Federal Network Agency shows that the installation capacity was 611MW of October, which is much less than 980MW in September. And the report says that, viewing of that the biggest solar market Germany will not be a strong increase at the end of this year, the price of modules will keep decreasing.

Germany is planning to make Energy storage system supporting policy

Germany still has competitiveness in renewable energy. In the future years, even without subsidy, German solar power will continue to show out strong market competitiveness.

Germany decides to improve tariff by 13%

According to the Germany media, the biggest power supplier of German Berlin and Hamburg area, Vattenfall said on Thursday that the tariff will be improved 13% from January, 2013. Meanwhile, hundreds of power suppliers have showed that they would improve the tariff in a few weeks. This round of rising is considered to be the largest rise in Germany. The main reason is that the push of the government for clean energy makes the renewable energy surcharge much higher than ordinary electricity power.

 

The German public and social organization expressed their dissatisfaction on the rise of electricity price. Some association chargers said that the price cannot be over the range that can bear by the organization and companies. They appeal the government to take steps to improve the electricity supply.

Whether Distributed Power PV policy can save the photovoltaic industry?

The booming development of the solar PV industry has gone. During 2001 to 2011, the average increasing rate of global PV installation capacity is 58.6%. In 2012, even driven by the supporting policy, the increasing rate is only 22%.

 

Currently, the grid tariff of Europe has been lower than 20Euro cents per kWh. The PV power has entered into the parities consumer time, which means that it doesn’t need FIT of government any more. It is mainly because that the fast decline of the PV modules. The price of Chinese PV modules has been lower than 0.5 Euro cents per watt.  It is because of the heavily overcapacity which leads the fast decline of the price.

 

Analyzed by data, first, 80% of the Chinese PV modules have been exported to Europe. The share of the EU companies is few, but they have obtained about 37 billion Euros of market share. Second, the market share of inverter and other PV areas of EU has been 64%, much higher than Chinese companies. Third, the EU companies get a operation and maintenance fee of 8 billion EUROs, while the Chinese companies benefit little in this area. Therefore, the EU companies are more dominant. An open market is totally beneficial to EU.

 

PV production overcapacity is a global problem. What needs to do is jointly promote cost reduction, technological progress, and to develop new markets. This is the consensus and conclusions of the whole industry.

On 21, March, 2013, the Department of Commerce in the US has ruled that the Chinese solar PV products are with exporting subsidy and they will levy higher countervailing duties. On 8 November, the EU Commit also claimed that they would countervailing research on the Chinese PV products.

 

The Chinese PV industry should responding actively and tries to fight for preferential tax rate, meanwhile, the industry should treat right to the countervailing research and work to get the government policy supporting. Many industrial people also come up with thinking. Currently, the subsidy of Chinese government has focus on the production, which brings the problem of overcapacity. Companies and local government should turn the policy from production to R&D. The core technology also lies in the hands of U.S. and European companies. To strengthen technology will really improve competitiveness.

 

However, to respond actively to the US and EU trade protectionism is only the stopgap policy. Penetrating domestic market will be the main choice to overcome the overcapacity and bottleneck.

The Australian government claimed that the solar power FIT plan will be cancelled from January, 2013, 6 months ahead. As the biggest photovoltaic solar power markets, the European countries have been cutting down or quit subsidy policy. For the Chinese company relying on the European market, they will meet another around of ordeal, after the double anti-dumping of the EU and US.

 

Recent years, the FIT of the Europe and America has directly promoted the boom of the Chinese solar industry. 90% of the Chinese PV products will export mostly in the European countries, including UK, Germany, Italy and some other East European countries. However, the application of solar power in these countries mainly comes from the policy FIT. While from 2010, these main solar countries have been cancelling or cutting down FIT plan, including Germany, Spain, Jerk and Italy, which is undoubtedly worse for the Chinese companies in dilemma.

 

According to statistics, the rate for sales abroad is huge, mostly over 80% to 90%.

 

Many PV manufacturers have shown their worries about cutting down the financial subsidy. The demand of the Chinese products mainly comes from the stimulation of FIT policies. If there is not any subsidy policy, to enter in the solar market is unthinkable, as the cost of solar power is higher than water and fire power. The termination of the FIT policies will severely test the companies relying on the European markets.

 

Many Chinese solar power manufacturers have turned their eyes on the domestic markets. And the series of beneficial policies of the government also bring confidence and hope for the Chinese PV companies. With the decline of the power cost and the fast development of the emerging solar markets, the other spring for the photovoltaic industry is not far away.
